Local Presence Number Requirements


Due to local regulations, German local phone numbers require the end user to be located within the area matching the phone number prefix. 


To purchase these numbers, you will need to provide, and keep updated, a valid business or personal address that satisfies the requirement and provide appropriate ID.. The address must be the residence or place of business of the individual or entity using the phone number. If you are using the numbers directly, the address should be yours, and if you are reselling the phone numbers, the address should be that of the end user (i.e. your customer).


What sort of identification is required for an individual? For a business?

  • Individual: If the end user is an individual, the end user must provide a valid, government-issued photo identification, that includes the address matching the phone number being used.
  • Business: If the phone number is being used by a business, either an individual employee must provide their photo identification with an address or the business must provide a company identification document that lists an address (e.g., excerpts from the trade register (Handelsregister or Handelsregisterauszug), excerpts from an association register (Genossenschaftsregister), a corporation’s founding documents, or other comparable documents.)


In all cases, the address, identification, and phone number must map to one another. More specifically, the proof of address must list an address that matches the address that you have on file in your Twilio account for the phone number in question, and the address on file in turn must be a valid address within the geographic area covered by the prefix of the phone number.
